原招标文件第五章商务要求第7点履约保证金相关要求的描述变更

原招标文件相关描述如下：

中标人需在合同签订前向采购人支付合同总金额的5%作为履约保证金（若本项目中标人提供的货物/服务制造商为中小型企业的，履约保证金收取比例为合同总金额的5%，若本项目中标人提供的货物/服务制造商为小微企业或监狱企业的，履约保证金收取比例为合同总金额的4%），履约保证金以支票、汇票、本票或者金融机构出具的保函等非现金形式向采购人缴交，如中标人未按合同有关规定履行其义务，采购人有权扣除履约保证金，用以补偿。该履约保证金在合同约定的全部事项履行完毕，经采购人确认双方无未了事项后，中标人凭采购合同、履约保证金证明、相关单据及书面申请，采购人在收到相关材料后10天内予以无息退还。

变更为：

中标人需在合同签订前向采购人支付合同总金额的5%作为履约保证金。若中标人为中型、小型企业的应向采购人缴纳合同总金额5%的履约保证金。若中标人为微型企业（含残疾人、监狱企业）的应向采购人缴纳合同总金额4%的履约保证金。履约保证金以支票、汇票、本票或者金融机构、担保机构出具的保函等非现金形式向采购人缴交，如中标人未按合同有关规定履行其义务，采购人有权扣除履约保证金，用以补偿。该履约保证金在合同约定全部事项履行完毕，经采购人确认双方无未了事项后，采购人在收到中标人书面申请10日内无息退还。
